The tickets are free, but sometimes scalpers and different ticket selling agencies get them for free and then sell them, because they are so hard to get. For Oprah, the demand for tickets is so great, that I could never get through on the phone to request them. When I was in Chicago, I went to her studio (not easy to find, in the meatpacking district) to see if she had a standby audience in case not everyone shows up who has tickets, like a lot of the talk shows do in NYC. She does not have a standby line unfortunately.

the tickets are free, but I'm pretty sure the ones way up front cost some money. all talk show tickets (or MOST talk show tickets) are free, because they want to have a full audience to look good to those watching at home. go to oprah's website, it might say something there, otherwise ticketmaster.com
