Is it Scar from the Lion King or Cat from Catdog?
Scar and Rasputin just sound like the perfect bad guys....

He's sounds familiar because he's Christopher Lloyd (Back to the Future, Addams Family, Angels in the Outfield, My Favorite Martian, etc). He's in a zillion movies! He was not Scar in Lion King, however, or Cat from Catdog. Scar's voice belongs to Jeremy Irons and Cat's voice belongs to Jim Cummings.
