The spark arresters in the muffler have rusted out. Time to replace the muffler.

Every time the piston comes around and fires in the engine, there's a small amount of carbon left from the combustion. That carbon can deposit itself on the under side of the head of the engine and flake off periodically, coming out thru the exhaust and so thru the muffler. If the spark arrester is working properly, that should be held to an absolute minimum. So if you're seeing this on a regular basis, then, yes, it's time for a new muffler. They're not usually tough to change, most of them just unscrew from the side of the head. Check your local auto parts store.
