An absense in my life is having someone's shoulder to cry on. What can I do to get over this or at least help myself? No friend (or family member) is ever that committed, unfortunately.

This is a common problem. I have issues that cause me anguish, I do have a couple of family members I can talk to, but I am loath to burden them or distress them.
Perhaps you could talk to a counsellor so you can at least unburden yourself of immediate problems.
Finding and making friends is a difficult issue and one I haven't solve yet; I find most people are so busy with their lives they don't have room for anyone new. I have decided to just accept my lone situation for the time being and concentrate on doing things I like to keep busy.

Get out there! Stop feeling sorry for yourself and go make friends! People don't want to be around depressing people.... that or people don't get the vibe that you are open to them. Friendship is a 2-way street. To meet people, join an organization, volunteer, you get the idea.

It's a cliche, but instead of looking for someone you can lean on, try to be someone that other people can lean on. It works. I had a very lonely period in my life, and I made it my goal to be available to all of my friends, interested in their lives, and kept my own little miseries to myself. Not only did it teach me to rely on myself more, my friends are very loyal to me. And focusing on others made my problems seem smaller.

I don't fully understand what you are saying do you need a friend or just need someone to tell you things will be alright.
