i lost my costly mobile how can i trace this police not helping?

If police refuses to file FIR then you can take action against them. And, at the same time you can't blame them. I think its almost impossible to find a lost mobiles nowadays.

report to the carrier ot have disabled so you do not get charges.
then you havce to get a new phone
