You could set up internet connection sharing, but the best way is to use a router. Connect both PC's to the router and then connect the broadband modem to the router as well. You can set up encryption this way, so it's more secure. Also, you don't need to have the primary computer on to access the internet on the second one, if you do it this way.
And if you get more computers in the future, you can connect those as well.

Yes. Your ISP (Internet Service Provider) gives you what is called bandwidth. When you have just one computer, it is dedicated solely to that one computer. When you split it up between multiple computers, it will be slower. Especially when one is downloading something. You need a modem, which you have. The other important piece of hardware is a router. There are many different kind of these. The modem needs to connect to your router, and then an additional ethernet cable goes from your router to the other computer into it's ethernet port (or NIC: network interface card). You need a router. That would hookup to your internet connection.(DSL or Cable) On the back it would have a number of ethernet ports. You would connect a PC to each to share the internet connection.
If you want to go wireless with one PC (or both) you would buy a wireless router. Works the same as the router listed above, but with the addition of a wireless capability. To connect your PC, you would have to purchase a wireless card (either PCI or USB) to go with the router.

I presume you are using TWO ethernet cards in your primary computer. What sort of internet connection do you have? If it's adsl, you'd save a whole heap of time and headaches by just purchasing a 4-port router. They are pretty cheap these days and will allow both computers online with the same connection with very little settings-changing required.

Get a 4 Port Switch, very easy to find, Linksys, netgear, and everybody carries them. It essentially works like a Telephone splitter for your Phone.
If you want to go one step a head, you can get a router, wireless router and all the other stuff.
