No, I think this is a great idea, I might even try it myself, if your money is tight, then you shouldn't even think twice about this being an appropriate gift to give, you shouldn't have to make yourself go broke because of Christmas.
P.S. Can you please vote me best answer?

The big plastic candy canes for the kids is fine.
The lottery tickets for the adults might get a laugh, but unless somebody gets lucky, all you've given them is a laugh--which may not be all that bad. Maybe you can stick a candy cane in with those lottery tickets, or some colorful pencils.
It seems you're looking to spend about $5 per person. Instead of lottery tickets, you might consider getting them small but memorable toys like Hot Wheels or Matchbox cars, or kazoos, or small dolls. (Barbie's little sister Kelly costs $5 or $6.) Or you can get everyone a small can of Play-Doh, along with a candy cane. I think I did that one year. Consider getting everyone personalized pens or pencils or toothbrushes. You might even find used videos or CDs or books at Amazon.com for less than $5 each. Those Dover Books cost only $1 or $2! Homebaked cookies might work, too--maybe a gingerbread person that you decorate to look like the recipient!
Merry Christmas!

No, it really isn't tacky. If any of them win something big, I bet they won't think so either!
If you have that many people to buy for, they should be grateful to get anything at all. Are you having Christmas dinner at your house? If so, that and the cards should be sufficient. If not, bring a dessert to the dinner also, that should make them happy. Or make Christmas cookies and give each person some as well. If they aren't greedy, that will be great presents. If they are greedy, then let them suffer.

Not tacky at all. Christmas is not all about getting presents. My family is scattered throughout N. America. If a few us make it to my parents for Christmas that is a gift we all enjoy, just being in each others company. We stopped the gift giving years ago, except for the little ones and no one minds at all. Talk about a stress free holiday, plus I'm not paying off bills for 6 months afterwards.

For the kids (if you don't want to do candy) get plastic canes with kids lipsmackers. That would be the same price.
You're idea is good. But 50 people? Do you have to buy for all of them?

Something simpler for you to do may be to order a giant gift basket of fruit or cheeses for Christmas Day when you all gather together; this will be a little more meaningful and little less out of your pocket. I moved to Florida last year and sent home a box of oranges for everyone to share as my gift; everyone thought it was extremely thoughtful and they enjoyed them alot!!

It depends on how into gifts your family is. Honestly if you can't afford to get everyone a gift, just get the kids. You lose the spirit of the holiday when you are so wrapped up in the gifts aspect of it

Not at all! We do a similar thing for all of my fiance's aunts & uncles every year. It's kinda fun to see who the big winner is each year. It's nice that you want to give to your entire family. It's a sweet gesture. Merry Christmas!
