I drew designs on a pair of Vans slip ons and then tried to spray it with a water proof sealer and it just made the ink bleed and smear. Is there a special marker that will stay on this material and not smear or bleed. And do I need to spray a water proof sealer on it too, if so what kind? thanks!

All "permanent" markers of good quality are waterproof. A seal coat would protect the marker's colors against wear and tear. You have to find one which will not dissolve the marker material. You might have more success at a hardware store, but try a shoe repair shop first, and explain what you need.

try a sharpie - or - even a Marks-a-Lot... but I would go with sharpie, they have different tips like thin or thick for better design.
