Well there's rather a lot to cover really, it depends on whether you would like a plain text website these are generally the better to go for if you are using a free host which has limits on page sizes and then there are the dynamic webpages these use a flash interface and generally have a lot of scripts running in the background.
With the plain text one all you really need is notepad (already installed with windows) and a good working knowledge of html script which if you want to take the time to learn it lots of good tutorials are running about try www.freeinternetservice.hypermart.net if it's still going, that's where i picked it up.
But if it's the dynamic webpages you want i would recommend buying macromedia studio mx and then learning html, javascript, xml and dhtml and getting used to using dreamweaver and flash and also a graphics editing package like fireworks all in all a lot of work for a flash site and then there's getting a good price for a domain and balancing load times as a site that loads quickly will keep people on your site if it loads slowly say in more than 5 seconds they will get bored and visit a different site.

Go to Freeservers.com and sign up for a website.
Then have very basic tools so you can design your website.
If you want a better website you have to learn Microsoft FrontPage, one of the easiest softwares for designing a website.

1st You need to purchase a Domain Name.
2nd You need to also purchase a Web Hosting Service.
Many of the companies offer sveral different levels of service depending on what you need.
I personally think you need to deal with a good reputable tried and true service.

You need to buy a URL to use a proper www.yoursitehere**.com/.co.uk.
But a good practice site is www.piczo.com .
Just fiddle around with different things, practice with programs like dreamweaver, and microsoft frontpage.
There is no hidden secret to website design, look at sites, see how they layout stuff, and then do it yourself.
