had to get a new tower for pc..lost most of my downloaded pictures..can i get these back?? and how?

If you had a major problem and had to get a new tower, hard drive etc.you should have had whoever done the work save your pictures or any other important information to disc. CD, DVD, or External.
If your hard drive was re-formatted and you didn't save your stuff before hand. It is long gone.
