Huh? You need to provide more information than this for anyone to answer it. What type of network situation is the administrators computer in? A Workgroup or a Domain, and what Server is being used, and what other types of Server applications are in use, what type of network is used, ect.

With what I know, this answer is probably "No". More than the administrator can have dial-in access to a network enviroment. Businesses allow employees to dial-in on VPNs all the time. Of course, there are other methods of accessing a network than dialing in too.
