An Internet "site" is a web page (or pages) available via a public host.

So, to accomplish this, you first need a host. There are a lot of them, but a good starting place is geocities. This will give you a host to put your web page on. They have a free component so you can hone your HTML skills without paying some hosting company any money (remember FREE Is a great price).

With Geo Cities, you have wizards and Page Builders or you can write your own HTML. If you don't know how to write HTML and don't want to learn then use the wizards. If you want to learn, I suggest the W3C Schools HTML tutorial (http://www.w3schools.com/html/default.asp.

Then grow from there. It is a journey. If you don't know anything, don't expect your page to look perfect. If you are a programmer, spend some time learning User Interfaces -- http://www.uie.com and Cascading Style Sheets (CSS) http://www.w3schools.com/css/default.asp because web sites that can do stuff but aren't user friendly aren't cool.

If you are an artist and don't know programming, take time to learn HTML and CSS and maybe even XML and JavaScript. The web is constantly evolving so you never stop learning.

There are actually many ways to go about creating a website. You can choose to build your own via code, using one of the web languages, or if you are not a web developer, you can choose to utilize one of the many web creations programs/tools/utilties on the market today.
