While there are a few "Federal" laws about school buses, there are many more State laws. Staying in your seat, not yelling, etc is probably covered by your state's Revised Code.
Also, you have to be doing something pretty awful to actually get taken off the bus. If you don't bring a weapon on the bus, seriously injure the bus driver or another student, start a fire, or something like that, then you won't get taken off the bus. However, you can be arrested AFTERWARD for certain crimes.
More likely, a student who misbehaves will be suspended from riding the bus, or face other school punishments (detention, visits to the Principal's office, that sort of thing.)
So yes, the Driver is wrong. But he ought to behave on the bus, even if the Driver is not doing a good job of asking him to do so.

my partner works for a bus company, and you wouldn't believe what the drivers have to put up with, from cheek and abuse to kids trying to set fire to the upper deck
the driver probably just said that to your brother in the hope of giving him a fright so that he will behave in future, but of course if he was causing criminal damage or vandalism to the bus then, yes, the police can get involved and charges may be made
however if the bus company thought the behaviour was serious and had to contact the school who would then involve the child's parents, the child may then be excluded from using the bus and parents would have to make other arrangements for their child to travel to and from school
so it would be in your brothers best interest to settle down and abide to the rules, after all the driver has the safety of ever one on the bus to consider, and a distraction from an unruly child could cause a fatal accident

What are the cops going to do, come and arrest him for standing in his seat? Geez...the only way your brother would get arrested is if he broke the law, not the school bus rules. She can get him in trouble with the school, but he won't be arrested.

You can get arrested for breaking the LAW, not school rules or school bus rules.
She might have the power to kick him off, and not give him rides any more -- but that would only be if he persisted in rule breaking.

It would depend on what he did. I think the arrest thing is a little wild, but he could get in trouble at school, or they could refuse to let him ride the bus all together.

lol - he accidentally broke a couple of rules...lol - you don't ever break a couple on accident just so you know...
an depends on the situation - if he puts others in harms way then yes...if he stands when the driver tells him to sit - arrested...no...banned from the bus maybe. suspension, possible...it all depends on if he KEEPS breaking the rules. tell your bro to behave himself.
