Because when the embryo is in the womb at the beginning, the chromosomes haven't yet "decided" whether the baby's gonna be male or female, so only the basic things develop - like nipples - and then towards the middle of the pregnancy or whatever, the sex it better defined, and then the "parts" develop. Because we are built to a common pattern. All people contain the genetic information to be either male or female, but in the vast majority of people only one alternative develops.
All humans are born with rudimentary potential breasts. In the case of women they are triggered to develop hormonally as a secondary sexual characteristic. Men not only have nipples, but undeveloped (pre-pubescent) breasts. Anyway, they have entertainment value.

well, the truth might bug you more....nipples on men are there from the beginning, because until the third month of gestation all fetuses are female. In the third month, hormones are released due to the Y chromosome being present and the fetus begins to take on male characteristics, the clitoris becomes the penis, the vagina morphs into the scrotum and so forth.

From what I believe when the embyo turns into a foetus, the sex is not known, therefore, the foetus has nipples. However, once the foetus reaches approx 8 - 10 weeks, the sex is then determined to be male or female, with nipples.

Men are first reserves. Many documented sightings of milk being extracted by men, (Honest) especially in very adverse conditions. (Prisoner of war camps). So when women stop using breasts for what they were intended, and just use them to control men, men will grow breasts! (Ask god if you don't believe me.)
