Engine rotates but will not fully start. Battery replaced. Gas tank is 1/3 full. Oil and water levels are good. I'm concerned that engine oil may have dried from pistons, and dont want to cause any damage. What should my next step be?

I WOULD REMOVE THE DRIVE BELT AND TRY AND TURN THE CRANKSHAFT A COUPLE OF TIMES FIRST THEN JUST ADD ABOUT 5 TO 10 GALLONS OF GAS TO THE TANK, CHANGE THE OIL AND FILTER AND SEE WHAT WILL HAPPEN.

I would drain the old gasoline, and replace it with fresh fuel. Change the oil and filter (tip: if the angle will allow, fill the new oil filter with fresh oil before installing it, this will allow the oil to flow to the critical parts quicker). If you are truly concerned that the pistons need immediate lubrication, remove the spark plugs and spray a small amount of WD 40 in each cylinder. Let it set for several minutes, reinstall the plugs and have a go at it. If this doesn't work, you might purchase a Chilton's or Hayne"s Service Book for your car. The trouble-shooting guide should help you solve the problem. Good Luck!

You may have more issues than you realize as the main seals could be dried up. Changing the fuel filter(s) would also be a good recomendation. Change the oil as usual.
