The water level in my toilet tank is a wee bit high and seeps into the overflow tube in the middle of the tank. All the posts I'm seeing refer to adjusting the float, but I don't have a float in the tank. I have a yellow plastic contraption on the left hand side, the black overflow tube in the middle, and the flap covering the hole on the bottom.

Is this a common set up for a toilet tank? What part of this set up can be causing the water to go too high?

That contraption on the side is a float. You can adjust it by turning it to unlock it...lower it and turn it again to lock it in place.

Look on the side of the "yellow contraption" for a wire that has a clip on it. Adjust it "down or up" to get the water level lower.

the inlet valve washer must be passing water,it isnt hard to fix

put some duck tape on it
