It's not confusing if you notice chromosomes have different sizes, thus different amounts of DNA.
Chromosome X is much bigger than Y, so it is to expect that more genes are packed in X than in Y.
Actually, it is estimated that chromosome X has between 900 and 1400 genes, and chromosome Y probably has 70 to 400 genes.
