Vlad.
I was at a game at Yankee stadium last summer. Vlad and Gary Mathews were playing catch in the outfield. Vlad as between the third base line and the stands in front the visitors dug out, Mathews was on the right center field warning track. Vlad was having no problem hitting him on the fly.
Bottom line - it was clear that Vlad could hit home plate from the center field warning track on the fly.
I didn't see a single member of the Yankees attempting the throw the ball even half that distance in warm ups. In the outfield that day were Matsui, Cabrera, Abreu.

Vlad or Ichiro. Torri just makes spectacular catches. I should know I'm from MN. I would give the edge to Vlad, he has thrown out so many base runners over the years its amazing! Ichiro possesses arguably the most accurate outfield arm in the big leagues. But Guerrero has the strongest outfield arm in the game, but he can be erratic with his throws at times.

I've got to go with Vlad also. I saw him throw a strike to home plate to nail someone once. He threw that "strike" from the right field corner with his throwing foot about a foot from the base of the wall.
Now, if you want to talk greatest arm ever in RF, it's got to be Dwight Evans of the Red Sox.
