You never mentioned how old you are, if you have a live in dad or mom have a boyfriend, an older brother, uncle in the area.
I figure you must have reached puberty and are probably taking up bathroom time masturbating and your mom is aware of your hormones.
Your mom probably doesn't know how to broach the subject of sex with you and figures if your not having sex now, you soon will be.
She is probably hinting that if and when you do have sex, be protected! Not only from making a girl pregnant, but from obtaining an STD (sexually transmitted disease).
For many parents talking to their children about sex is uncomfortable and embarrassing to both parties. Have an open conversation with your mom about the subject of sex. Ask her questions and listen to what she has to say if she's willing to discuss it with you. Let her know that you care about your future and don't want to make any mistakes. Let her know that you have some grasp on the subject (if you really do) and that you appreciate her advice. During your conversation let her know that you do know what condoms are for and that the package does have instructions if you don't know how to use them properly.

She wants you to be safe. Take them they will make you more self confident. Get a box of three and put one in your wallet one beside the bed and practice wearing them with the other. let her pay for them they are cheaper than the gas stations.
