We bought rust remover stuff and let it sit. We have air tools but they aren't helping either. Part of the problem is that we try so hard that we actually lift the car off the jacks. Any suggestions here?

I don't know the name of what he is trying to remove. (he's not here now to ask) but we already took the front tires off and are trying to remove some rod (bar, whatever it is called) he's going to try the other side to see if that side will come off.

what bolts are you trying to move ,i wish i knew that part of it,if a good air impact wont remove them, then your going have problems getting them loose, you also try some heat from a torch that will help a lot, between that and the heat and the air impact it they don't come off they should break off, good luck with it.

The bad in traffic, okay on the freeway, points strongly to an airflow problem with a lesser possibility of a water flow problem. You don't mention make, model or year, so here are the two scenarios: If the fan is belt driven it probably has a fan clutch, a finned aluminum tuna can shaped thing that the fan mounts to. Those are high failure rate items, and if you have one you can check it by trying to turn the fan by hand when the engine is off. It should not spin more than about an inch if you try to spin the fan but it should move smoothly. If the fan is electric, I bet it doesn't run. Common failures there are the fan motor, the relay that controls the fan, or the sensor that controls the relay that controls the fan that cools the radiator in the car that Jack drives. Sorry - got carried away.

I'm Guessing your trying to get the Lug Nuts Off, when you say Its lifting the car off the Jacks,,, If so and you tried a 1/2 Drive impact wrench.. your next move is" heat" a bernz-o-matic wont do.. you need to know what your doing when you use a acetylene torch , so you don't damage any other components, especially yourself...when you do get them off . I suggest replacing the studs and lug-nuts , for safety reasons .. its not that expensive and not that hard to do just make sure there seated properly and tightened to Mfg. Specs ... I hope this helps you .. Good Luck...

If you're talking about lug nuts screw another nut on the stud bring it flush to the top or snug against the one that's stuck then hit the end of the stud with a hammer.
That will break the rust loose. The reason for screwing the second nut on the bolt is so that when you hit the end of it you don't smash the threads.
This has always worked for me.

Cheater bar. Get a 5 foot piece of heavy iron pipe. Leave the car on the ground. That will give you the mechanical advantage you need to either break it loose or snap it off. Either way you're probably in for replacing the lugs anyway.

WD-40
or
You miht just try brute force,
Granted... im sure you have, Considering that you are extending shocks trying..
I guess it might help to know where exactl the bolts that wont come off are..
But you may want to try using a Monkey Wrench and then a Pry-Bar for leverage..
if that doesnt work.
Then i would reccomend a Dremel Tool.
Just cut that bugger outta there.

Get a bar and place one end on the bolt head and hit the other with a big hammer a few times.
Stupid question, they arn't left handed thread?

Patience, along with repeated, intermittent applications of heat, rust penetrator, and force. Assuming you do get them off, its a good idea to get new bolts, as you've probably stressed them to the point of metal fatigue.

Use Rustroleum or WD-40 to loosen them and corrode some of the rust.

pour coca cola all over them, it probably won't loosen them and will make them rusty and sticky, but I hear if you let the coke sit on them long enough, it removes rust , therfore making it easier to remove the bolts.:-) lol!
