Where would I go to create a photo backdrop with something written on it?

As a Christmas gift, I would like to give my boyfriend a picture of his recently deceased grandfather and have the saying from the back of the funeral card written over it. I want the photo to be a sort of light backdrop. Where would I do this?

Someone with a good photoshop program would be able to do it for a very small fee. I would put an ad in Craigslist and see who responds.
