You should be able to look up the recommended requirements. As for cost, there is a $15/month subscription fee. This can get down to I think about $13.50/month if you pay for 3 months at a time.

You pay monthly to play, plus you need to download all the patches from Blizzard's website (the patches are free, but they take a while to download). Burning Crusade should run fine on an average system if you turn down the graphics.
