The cover is a collection of the tri anti Semite very of the Nazi party. The Jewish man is portrayed as ugly and dirty with the whip of oppression in the same hand as the Soviet Union. The Soviet Union shows the sympathy of the Jew toward Marxist thought, lastly, the gold coins in his other hand is his offering to lend with kind of a shrug.
Ultimately is describes the long held belief that there is Jewish-Communist-Bankers conspiracy designed to take over the world.
Of course the logic of the conspiracy is flawed as the banks, which also means Jew in this context, fails as to why there would be helpful to own the banks the Communists would take from them.
By the way, the reason Jews were (are) called money lenders is that early Christian beliefs forbade the earning of interest in the loaning of money. Jews, who did not feel the need to do so, made deals with Kings and other royalty to pay them a fee, so the Jewish people could lend money with interest, and make the King money off it. It was a royal end run.
