LCD or CRT?

If it's LCD, it's probably a fault in the electronics of the display panel. Take it back under warranty. If it's under a year then it should still be warrantied. If there is no warranty, it's either a case of live with it or replace it... this isn't fixable by you.

If it's CRT it's most likely the video card. Try another video source... if it's the video card, reinstall the driver / replace the video card.

Try booting it up in safe mode (at the boot up push something like F7, its different for all computers) to see if the blue line has disappeared. If not then get it fixed if it is under warranty. I guess you are talking about LCD screen but if you are talking about CRT its probably just easier to buy a new one (about £20) or buy a LCD screen (about £100)

If you unplug the monitor from the system is it still there? If so, call the manufacturer before the warranty runs out.

If not, I would suspect that you have a problem with the video card.

Either burn in or all of your red and green cells blew out. As long as your not a serious gamer it should be fine. Also check your monitor connections to see if it unplugged. I would then donate it or sell it at a garage sale.
