Yes but not as well. Copper has far better conductivity than steel. The steelwire motor would get much warmer with a shorter life span and far less efficiency as a result.

sure it will still work.

but copper has a lower resistance so using steel will mean lower current and more power dissipated in heat.

alternatively you could use gold and the motor would work better - though people rarely do this because they're cheap ;-)

Yes, but it will run hotter and less efficiently due to Ohmic heating.
