Depends on who the person is and how close of a relationship you share. Often when people are being honest rudeness cannot be helped. But if the other person is aware that what you are saying is for their best interest and you are just being honest with them it should not be problematic. Sometimes however it takes a bit of time for the person to see this.

honesty is when I am telling someone something for their own good or best interests, if I am telling them to be mean or spiteful, then Its most likely rude

"your legs stink" coming from a close friend is honesty, coming from a stranger is rude

You can ALWAYS be honest AND tactful!!! You rarely have to really hurt the others' feelings in being honest, it's all in the way you say it!!
If you want to break up with someone, being honest would be, "I don't feel the connection I need to feel to be your g/f."
