The 28 days thing is an average. If we put you and a woman with a 35 day cycle in a group, we could say that the average cycle for that group is 28 days. It doesn't actually represent the reality of what any one member of your group goes through.
21 days is a short cycle, but still well within the bounds of normal.

If YOUR cycle is always 21 days, then that is normal FOR YOU.
If you're worried about it, never hesitate to discuss it with your doctor. There is nothing however -- short of hormone treatments (i.e., the pill, shot, ring, etc) -- that can create a "normal" 28 day cycle (which is actually an artificial response to the drugs).

It's average 28 days cycle. Most women are difference timely. All depend on their cycle, could be early or late. But still normal.

Are you counting the days you have your period? The average is 28 days INCLUDING the days you have your period.
Even so...you're still fine.

yes, it's normal, the 28 day cycle is an AVERAGE it isn't engraved in stone anywhere.
