and in many animes, there's always beautifully perfect coloring. Now, I know they don't do it with markers or anything.
Is it easy enough for an amateur artist to do? How do I create perfect color?

Some of us use a Pantone Color Matching System, where we can, simply, specify a a color by choosing one from a large pallete available.

The Pantone system assigns a number to a specific mix from a CMYK library. When commercial printers see the Pantone number, they refer to a list and know exacty what colors are mixed in what combination to achieve exactly the color the artist wants.

Pantone 122 will be the same in San Jose, California as it is in Kyoto, Japan and New Delhi, India.

Nothing as archaic as markers I'm afraid. It's not true of all comic books artists - as some classic colorist artists do still work with paint - but most now use software like Adobe Illustrator for the final color stage of the process. That's what give the drawings that 'perfect' solid color you're looking for.

The example you gave was done digitally using programs such as Adobe Illustrator or PhotoShop.

You can do it by hand with oil, acrylic or water color. It is very good practice but take time to be good at it. Digital is faster but that doesn't mean it will look better.

Well I've done some coloring in my day. And If you like to do it digitally use a Photoshop software or an Adobe Illustrator. But, those are expensive to buy. I use the GIMP, a free share-ware photo editing and drawing program like photoshop. I'd also advise you to buy a tablet. And if you're drawing stuff on paper first get a scanner too!
