The NHS is the second biggest mismanaged underfunded disaster area that we have yet it is the best system there is. The problem is that everything has been reduced to targets and priorities and little is done for aftercare and hospices. When the lottery came out, well like most people I mistakenly thought projects and hospices etc would be receiving grants not always the case. The govt such as it is has taken enough of our money over the years so they should be able to find the resources to look after those that need hospices. But seeing as we are one of the most charitable people they probably think as long as we are donating money then they don't need to do anything.
