Never heard of that one before. In what context was the term used?

"Certain professions are charged an annual tax for the privilege of practicing the profession. These are lawyers, accountants, doctors, engineers, etc. The taxing authority is the city or province where the professional is going to practice, so you go to city hall to pay. To enforce compliance, some professions are required to display your PTR in documents." (reference provided)

I think we're having a language/culture barrier.

It's a receipt (I think) showing that you are paid up on your state professional license. (engineering, nursing, legal, accounting, etc.)
