210 is a Texas area code, primarily San Antonio, Kerrville area. I don't know if 000 is the US international code or not.

It is probably someone trying to sell you something. I get calls that show up on my caller ID as 90054 it isn't a complete phone number. I answered once but no-one was there i could hear beeps and other voices in the back ground but no one said anything so i just hung up. They still call but not as much any more i don't answer. I figure if it is important they will leave a message.

I believe it's either england or france. The zeroes on the front are the country code. Go to google and check out the country codes.

This phone number most probably came through 'Inmarsat' a marine satellite phone provider. Do you have a friend working on a freighter.
