As far as I remember you need to go through the building to go to the garden and as such you will need to pay for the museum too, but you can contact the museum and ask.
Here is a link to the site of the museum, contact:
http://www.museumvanloon.nl/english/index_eng.htm (If you get the buttons in Dutch too, 'verstuur' is send.)
The entry fee to the museum is € 6, only € 4 if you can proof you are a student or under 18.
Here is the home page of the museums site: http://www.museumvanloon.nl/english/index_eng.htm
And this is a good description on an other site:
http://www.amsterdam.info/museums/van-loon/

If you are really just interested in the gardens, contact the museum and ask. Often there are special exceptions for special requests.

Sorry, the direct link to the contact page does not work, you need to go through the button contact at the top of the page.

Vincent, I took my time to find the links, maybe you are getting slow....

The website says that admittance is €6,- and that you CAN take a guided tour if you wish, so I think it's safe to assume that you can visit the gardens for €6,- if you like. They're closed on tuesdays.

dang Willeke, you're fassssssssst! :P
