I'd have said the "right hands", from the point of view of an imaginative attacker.
For example, if you fold a peice of A4 paper 4 or 5 times, you'll have something capable of causing a pretty nasty head injury - if you know where and how to strike...
Looking at some of the above answers, like strawberries, biscuits and grass...
Well other than the obvious allergic reaction answer, any foodstuff can cause choking, which you can induce in somebody by hitting them hard in the diaphragm and as the gasp for air, lob the foodstuff into their mouth. Or more simply, just shove bits of the desired foodstuff up their nose, then break their jaw so the breathe harder through the nose, thus inhaling the bits of strawberry and/ or biscuit...
You can also forcefeed somebody to the point that their intestines will rupture (as seen on the film Seven), or you could just bury them under a ton of biscuits and strawberries.
Grass can be dried, fashioned into a number of weapons (blowpipes for poisoned darts or makeshift knives known as shivs) or can be weaved into rope with which you could hang/ garotte somebody.
Use your imagination, folks...

Yes I believe in strict laws regarding dog attackes. Any responsible pet owner does. If you are responsible then your pets are under control they are on a leash or in a safe fenced in yard or kennel they are never running loose. Young children are always properly supervised when with dogs. Many of the "REALLY" bad dog attaches you hear about had dog owners who knew\encouraged aggressive behavior in their dogs.There was an attack in the twin cities last year where the young son of the dogs owner was killed, This dog was known to be aggresive and had bitten the child before. The owner solved this problem by chaining it up in the basement. He also put a female dog in the basement with her pups, can you guess what happened? That childs death was serious, it was not intentional but it was avoidable, and that is why they are trying out this new legal Strategy, harsh I think not. I would think that most prosecutors would take into acount all circumstances leading up to dog attackes to make sure it was't provoked.

Oh most definitely.
Anything can be used in a good way or in a harmful way.
Doesn't have to be a thing, it can be a word, an action, or even just a look.
The spatula I used to flip my eggs with this morning, could be used to slam up against someones face.
A sentence I said as the merely telling of a circumstance could be used if repeated in a malicious manner to harm someones reputation or to damage someones relationship.
Anything can be used for good or evil.
To help or to harm.

An offensive weapon can be
1. something that is constructed to be a weapon
2. Something that has been adapted to be a weapon (sharpened metal comb etc)
3. Something that is otherwise legal, but is being used, or is intended to be used, as a weapon (Walking stick, can of hair spray etc.)
