In your question you do not mention whether its a petrol or diesel. If its a diesel id try to bleed it first that may make it function properly.Injectors can be tested for operation. You may also purchase fuel additives which clean out your fuel systems by adding them to your fuel tank they do work considerably well.

THE USUAL WAY IS A CAN OF INJECTION CLEANER . THE OTHER WAY INVOLVES EQUIPMENT TO HOOK UP TO THE INJECTOR IN PLACE OF THE FUEL LINE AND POWER WASH IT . IF YOU WANT TO SPEND THAT MUCH ON EQUIPMENT YOU CAN DO IT YOUR SELF , OTHER WISE A CAN OF CLEANER EVERY 5,000 - 10,000 MILES WILL KEEP IT CLEAN .

No, you can't clean it. You must replace it with a rebuilt unit>
