Any person who becomes a burden instead of contributing towards the activities of an organization or a set up or any such similar situation involving some one,is often referred to as 'white elephant''I don't know if you have something else in mind.

I haven't heard of the theory but i've heard of the gift. A white elephant gift exchanage is when everyone involved chooses an item that they already own and wraps it up to exchange. So the gifts aren't newly purchased. i realize this might not help you at all.
