There is no such thing as a VGA to DVI-I cable. It is a mislabeled VGA to DVI-A.

DVI-A is analog - the same signals as VGA in a different connector.
DVI-D is digital - the same information as on the VGA cable, but in a digital format.
DVI-I is a single connector with the DVI-D and the DVI-A signals.

So a VGA (analog only) to DVI-I (analog + digital) cable is impossible.
