they are called scarf rings, very widely available on the high st for women, men will be slightly harder to find but a lot of the womens ones are not especially feminine in design, the tie rack does them, all major high st dept stores will do them

Back in scouts, we called that a 'slide'.
Kinda collectables.
I had one carved from a knucklebone.
Cool.
