or to use in personal sport/recreation?

The pasttime of target practce; archery, throwing blades/darts is not much different than horseshoes except how easy it is to use the actual items used in the sport as dangerous weapons.
True, horseshoes themselves are heavy enough to cause a concussion but you see my point.

Are they legal if not used in an offensive manner, as opposed to sport or in the unlikely event, defensive manner?

I see people walking around with these things clipped on or worn or whatnot and it makes me wonder what the actual legalities and legistations are.

The Code of Virginia, 18.2-311, makes the possession of "throwing stars" illegal. There is no exemption for collectors.

Knives and blades are defined differently. While the Code of Virginia makes mention of dirks, bowie knives, etc., the definitions are not listed. As has been explained to me, you may not conceal any knife with a blade over 3 inches or a knife that is double edged.

Also, pay attention to the laws of the local jurisdiction. IE: In Henrico County, it is illegal to wear or carry a sword out in public. (Not to discourage gang members or criminals, but to discourage Civil War Reenactors.)

It is illegal to possess throwing stars, and pocket knives with a blade longer than 3 inches.

you probably seen a bunch of those damn packis walking around with them. They say it's for religious use, and they need them, yet when I was in a mall in Toronto, and got into an argument with one of them, I got it pulled on me. Religious my @ss.

were they gangsters?
i don't think it's legal to carry ninja death stars.
the blades and knives i think as long as they're sheathed in public it's okay.
