Didn't Ballsile ask the competiton board of Canada to look into the legality of NHL territorial rights last spring? Have they reported yet?

They reported in February 2007, and found that the NHL's territorial limits were more than legal, and based on the unique product of the NHL's calibre, definitely enforceable.

The amount of indemnity due to any other team however, needed to be proved beyond $100MM

So, in other words, the Leafs could ask Balsillie for up to $100MM for invading their territory with a similar product (an NHL team) and a Canadian court will uphold that. If the Leafs want anything beyond $100MM, Balsillie could contest the overage and the Leafs would have to provide proof of damage.
