7.29 (29 repeating) is 7 and 29/99, or as an improper fraction would be 722 / 99, and this fraction is also in reduced form.

It's not clear where your repeating decimals repeat. Supposing that they are 0.458945894589... and
7.2929292929... then:
x = 0.45894589...
10000 x = 4589.45894589...
10000 x = 4589 + x
9999 x = 4589
x = 4589/9999 which is in lowest terms. Likewise:
y = .2929...
100 y = 29.2929...
100 y = 29 + y
99 y = 29
y = 29/99 , so 7 + y =
7 29/99
