I think its depends on situation......if problem is related to family or relations thats its to good to listen to our close relatives like father ,mother,or brother and sister. sometime its best solution to take advise of both. then decide what will be more suitable because both are thinking for our good.................

Definitely a best friend. They go to school/work with you, are more "your age" (usually), and know all your secrets. Relatives are more like people you do small talk with for the most part. It's more of an opinion than a fact.

rely more upon a best friend ... this is because, we are with him / her all the time.. whereas we don't meet a relative that often....

I guess relatives is better option. Best friend can turn bad any moment but relatives will not harm you atleast.

I'll get both opinions and make up my mind. But I do know that a friend would know me better than a relative, though they (friends) do sometimes have sinister motives.

If the issue is grave rely on neither.For other issues rely on one who is neutral , has sound judgement, has a balanced personality, and is not selfish or deceptive; else you may be harmed

it depends on the situation. if the family member is great
and close the relative, if not, definitely the best friend.
