I would have to concur with Jack the Ripper.
The thing about him is that he just vanished. There was no real reason for him to stop, he was just gone. He has this mystique about him, since there is no way to say who he was.
Also, the fact that so many people have made theories about who he is, but we don't really know.

Harold Frederick "Fred" Shipman (January 14, 1946 – January 13, 2004) was an English general practitioner who was one of the most prolific known serial killers in modern history.
He was convicted on 15 sample charges in 2000 and sentenced to 15 concurrent life sentences.
After his trial, an inquest decided that there was enough evidence to suggest that Shipman had killed a total of 215 people, about 80% of them female.

Jack The Ripper beats all the others, hands down. More books and movies have been made about him and the five women he murdered in the 1880's than any two other killers combined.

Jack the Ripper and Ted Bundy and John Wayne Gacy come to mind because of the amount of killings and the length of time thay avoided prosecution.
