The Windows disk management (diskmgmt.msc) thing will only reformat to NTFS and I've had difficulty finding programs that will reformat it. I don't know where else to look for programs that can reformat the drive so I'm practically out of ideas.
The only thing I can think of at the moment is use a Ubuntu Linux live CD on one of my old computers and reformat it through that.
I want to reformat to FAT32 because I want to use my external HDD on my PS3. It's not like I'm out of space on it or anything, I just want to experiment =D

yes you can delete existing partitions, and create new partitions , then format it in FAT32 using any linux installation disk

Yes your thought is exactly on the mark, Windows reformat command Microsoft put in an arbitrary size cap on FAT32 at 32 GB

There are a few programs to do that but I recommend the Partition Manager,I had been using this for years now.It is very easy to use,user friendly and easy to understand documentation.Give it a try.

You could use the old fdisk utility.
