turn off your computer, wait 10 seconds and reboot pressing the F8 key, you will now be in safe mode, choose safe mode with networking and uninstal one of the antivirus programs, this is what is causing the restarting of your computer, you can leave windows firewall turned on and have Mcafee firewall running behind it, it just means you have got two firewalls to configure.
once you have uninstaled one of the antivirus programs, reboot your computer back into normal mode.

start the pc in safemode in the following way;
Click Start and then click Shut Down.
In the drop-down list of the Shut Down Windows dialog box, click Restart, and then click OK.
As your computer restarts but before Windows launches, press F8.
Use the arrow keys to highlight the appropriate safe mode option, and then press ENTER.
Then go to start > control panel > windows firewall > and switch off firewall

Try to start in safe mode. Then there is no need to 2 antivirus on a system. If you are able to run in safe mode you can assume that some software or driver conflict is making the system reboot

if u hav installed a firewall, then no problem u can turn off ur windows firewall. ur PC may have some viruses, that ur antivirus is unable to catch. I think u should save ur data and format ur C drive first, than scan all other drive before using any data frm them.

Two running anti virus programmes cause conflict. But a firewall (windows or otherwise) is NOT an antivirus!

get rid of mcafee it's what's causing your computer to reboot . it's taking more assets than you have. i suggest mozilla firefox and it's add-on superadblocker. ccleaner, adawares.e. avg anti virus, superantispyware and zonealarm or blackicedefender. all these are free and more important they don't use assets like mcafee and norton do plus they do a much better job protecting your computer.
