PSU itself takes very little extra action; all happens with mobo, turning on fans, drives, the power button on the case is in fact hooked to an ignition pin on the motherboard. So is reset button too.

The fan spins to dissipate heat, and it supplies various voltages via a bunch of wires to the devices in the PC.
