You must get at least 40% from all assessment.
= (40% x 50% exam ) + (40% x 20% test) + (40% x 30% exercise)
= 20% exam + 8% test + 12% exercise
= 40% total score

Much will depend on if there's other conditions as well.

In some courses I have done, the overall pass grade has been as you said, but you would also be required to get 30% minimum in each part of the course, so in this case getting full marks on the exam, but nothing on the test and exercises would be a fail.

In others, the pass has been simply 40%, so getting 80% in the exam and nothing in test and exercises would be ok.

In conclusion, just do your best, don't rely on doing well in one part or the other.

There are many ways you could get 40% or more:

You could get 80% on the exam (80% x 0.5 = 40%)
You could get 100% on the test and 67% on the exercises (100% x 0.2 + 67% x 0.3 > 40%)

You could get 40% on each: (40% x 0.5 + 40% x 0.2 + 40% x 0.3)

There are many variables, so there is no single answer.
