"I burst out crying" would not be correct. "I began crying" , because crying is an action as is bursting. You could "burst out in tears".

The form burst is used in
the present tense,and is the past tense and past participle..
If you say I burst out crying, it is not at all weird. It will be perfect usage of the word.

If you blow that balloon up too much it will burst
You blew the balloon up to much and it burst
The context decides the tense in this case.
