How can India control its population explosion ?

As we have limited resources to cater to our manpower....Why do not Indian politicians take stringent action to control population ?

Educate the people, eradicate poverty and implement a common penal code restricting the parents to have one or maximum 2 kids

I don't agree with population control at all , most people have a baby based on the love they feel for each other . Only thing Governments should do - Is give free condoms and birth control pills to those who want it . The problem with India is that the people have no jobs for the population . Once they correct that , you will change your tune .

A) As in every other country it would be the poor that have a lot of children, they hold the belief that this will make their lives better. It would take a lot to change the entire population's belief structure inside a generation.

B) Disease, war and famine tend to curtail overpopulation, but with modern medicine and international food trade, that only leaves war and as India has a large population and army not many countires will go to war with India.

So basically only a series of nuclear explosions would help in the short term.

It has to be a carrot and stick approach educate the people and also give rewards for having less children (<=2). Also for extremely poor and uneducated people no children should be allowed till they can afford one.

First of all our politicians have to learn also its a slightly tricky issue as it can be misused against a community.

We have had a track record of misusing all good things.

no voting power to parents of big family,
no ration card
not to be selected as beneficiary for govt schemes.
no subsidies
no govt benefits
govt will take care of the children of the above parents

In a democracy, population control is unthinkable. That's one of the draw backs of democracy.
