This is a huge country, do you know what province he lives in, or the city, without that information, it would be like looking for a needle in a hay stack, almost impossible.

Canada is unlike some other countries that may permit individual information from recent immigrants to be added to websites, and then have them available to the public.

Canadian Border Services, Immigration, formerly called Canada Immigration, keeps everything private, in accordance with the Privacy Laws. The information they have on new arrivals in Canada is not available through internet search nor by direct visit to them.

If the police are involved, which would require your search to be a serious one, they can get information that is not open to the public.

Customs, the other dividion of Canadian Border Services, has records of the actual arrival and declarations made by everyone who enters Canada, but divulges nothing to anyone.

This means you must go to other sources of information, and this presents a problem with bureaucracy, as you have to know which one to approach, and in what Province.

Accountants in Canada do not necessarily have to be officially registered in order to do business, as they could do a variety of related work
.

In USA there are extensive records available and you can search on-line for people. You will not always be successful, but there is a fair chance.

In Canada such extensive records are not readily available on line, but some are.

You could try an internet search for people finder and get a few names of companies that do the work, some for free, some of them for very little cost, and others for more money.
