every women has hair if a women shaves her legs etc doesn't mean she is not hairy she obviously has hair otherwise she wouldn't have to shave she is just not hairy for that day

It's very much a cultural thing.
A very feminine woman has hair only on the scalp, with just a light growth on her underarms and outer labia.
Most American women are hairier than that. Hair growth on the legs and arms is common, as is growth on the stomach and chest with moustache and beard growth surprisingly common too.
Generally speaking dermatologists tend to say if a woman has to shave her face more than once a week she's somewhat hairy. if she's got to shave her face more than three times a week she's unusually hairy.

A hairy woman.... well chest hair back hair and facial hair would make a woman a hairy woman because those are less natural places for a woman to develop hair. Leg hair and pit hair and pubes are justa fact a life and easy to deal with .

My definition of a hairy woman is one who has hair anywhere on her body. The only truly hairless women are those with alopecia and that's a rare condition.
